The instructions say to cleco the spar to the bottom surface of the elevator skin, then clamp and drill the Control Horn to the spar and rib where they were riveted together.

This is where the instructions don't make any sense at all. It says to: Clamp the Wd-605 control horn around the corner formed by the E-902 spar and the E-906 rib. Carefully align the tube of Wd-605 with the spanwise centerline of the E-902 spar. Once Wd-605 is fitted and clamped in place, match drill to E-902 and E-906 using the pie-punched holes in Wd-605 as drill guides. First of all, I didn't see where you could clamp anything to anything. And there were pre-drilled holes in the rib and spar, allowing the clecoing of the control horn to the spar and rib. So, aligning the tube of the control horn with the spar is a mute point. Also there is no way you can final drill all of the holes in the control horn while the spar and rib are inside the skin. So I decided to take the spar and rib out of the skin and cleco and final drill the control horn to the spar rib and then clecoed the whole thing back into the elevator skin. Everything matched up perfectly.

In this series of instructions, it says to cleco the spar/rib assembly to the bottom surface on the elevator skin, but never mentions clecoing the top of the spar/rib assembly for final drilling of the skin to the spar and rib. So, I clecoed everything together and final drilled all holes on both side of the elevator skin to #40. Then I went back and final drilled again for the #30 pop-rivets that go in the bottom surface of the elevator into the spar. I left the holes at the #40 size where they were available for hand squeezing at the bearing cut-out holes in the skin.
